Israeli Prime Minister Yitzhak Rabin met with P-L-O Chairman Yasser Arafat Thursday to discuss the long-running dispute over Israeli settlements in the Palestinian administered areas.
After two hours of discussions, the Israeli Prime Minister promised to curb Jewish settlement building in the West Bank, while Mr Arafat said that his administration would respect Israeli security concerns in the area.
Relations between the Israeli government and the Palestinian administration have been soured in recent weeks by a dispute over the building of Jewish settlements.
Palestinians have accused Israel of acting in bad faith and trying to grab as much land as possible before negotiations on the final status of the West Bank and Gaza begin in May 1996.
But after the talks Thursday Rabin assured Arafat that the Israeli government had frozen all decisions of former hard-line administrations and would make sure no more public funds would go into new building programmes.
“To prevent any misunderstanding I informed the Chairman about decisions related to settlements and land in the territories. First to freeze all the decisions of former governments of Israel about new settlements in the territories and we freeze them. Second, to make sure that we will not allow beyond what was agreed then about buildings that were built, that government money will be spent for housing in the territories. Three, that there will be no confiscation of land for housing in the territories.”

Despite these assurances, there is little sign that Mr Arafat is prepared to relax his guard, as radicals on both sides have made the settlement issue a central plank of their opposition to the peace plan.
