China set to be ‘leading innovator of the world’

By 2012, it will overtake Japan and US in volume of new patents: Report

Beijing: China is churning out fresh inventions at a faster pace than any other country and is likely to unseat Japan as the leader in new patents by 2012, according to a new report.

The country is moving away from traditional agriculture and manufacturing industries and concentrating more on innovation, especially in areas such as chemical engineering, said Thomson Reuters Scientific in a report released yesterday.

“China is set to dominate the patent landscape by 2012…to become the world’s leading innovator,” Mr Bob Stembridge, a Thomson Scientific spokesman, said in a telephone briefing yesterday.

“Inventions from China have been growing at a faster rate than from any region in the world. This has been driven by government incentives.”

These include bonuses worth a year’s salary given to inventors who receive new patents, said Ms Eve Zhou, the consultant who wrote the report.

“In China, 16 per cent of patents come from academia,”she said. This compares with 4 per cent in Japan.

“That is because the Chinese government has much direction over what technical area should be researched.”

Thomson Reuters Scientific analysed the top five patenting authorities globally Patent Office, South Korea and China.

They counted the number of new patents filed from 2001 to last year and broke them down accrding to how they were filed – by their own nationals to their national patent authority, or by foreign companies seeking patent protection within the country.

“China, from humble beginnings, is experiencing the most rapid growth,” Mr Stembridge said.

Western liberal democracy would be wrong for China

People everywhere are better off living in liberal democracy: that has been the reigning assumption of the western world. But could it be we’ve got it wrong? If you were one of the world’s billions of poor peasants might you not be better off under a system dedicated to political stability and economic growth — one that has lifted 400 million out of poverty — rather than one preoccupied with human rights, the rule of law, and the chance to vote out unpopular rulers? Thanks to the Chinese model of government life expectancy in Shanghai is now higher than in New York.

So is China better off without democracy? Or is that just the age-old mantra of the tyrant? That’s the clash of civilisations that played out on November 7th.
